China has changed their advance security filing for all sea and air movements, to improve their ability to detect suspicious shipments.

China’s General Administration of Customs (“GAC”) has provided clarity on existing “China Customs Advanced Manifest” requirements for import/export cargo via sea and air freight, with effect from 1st June 2018.

The purpose of this security filing is to provide the authorities with advance shipment data in order to improve their ability to detect suspicious shipments prior to their physical arrival in China.

Please note that carriers will require the relevant information from us in advance of the times shown below.

The required (additional) data elements are:

  • Shipper`s company code*
  • Shipper`s phone number
  • Shipper`s Authorized Economic Operator (AEO) status (optional)
  • Consignee`s company name
  • Consignee`s company code*
  • Consignee`s phone number
  • Name of contact person for Consignee
  • Phone number of contact person for Consignee
  • Consignee`s Authorized Economic Operator (AEO) status (optional)
  • Notify Party`s company code (mandatory if Consignee is “to order”)
  • Notify Party`s phone number (mandatory if Consignee is “to order”)

*Company code is the 18 digit Unified Social Credit Code (USCC) (for Chinese companies) or the VAT number for European companies.

Primary adjustments are:
1. Manifest submission time
IMPORTS
a) 24 hours prior to loading onto vessels for containership
b) Before departure for flight transit time within 4 hours and 4 hours prior to landing for flights over 4 hours

EXPORTS
a) 24 hours prior to loading onto vessels for containership
b) 4 hours prior to loading onto flight

2. Standardise the communication code between customs in loading and destination port
Code Abbreviation + Enterprise code such as:
– Unified Social Credit identifier : USCI + Enterprise code
– Temporary without Unified Social Credit identifier (Temporary) : OC + Enterprise code
– No Unified Social Credit identifier : 9999 + Enterprise code
– Natural person with ID number : ID + ID number
– Natural person with Passport : PASSPORT + Passport number
– Natural person without ID or Passport : 8888 + Valid Identity

3. Mandatory data on manifest as follows
– loading and unloading place code / consignor code / consignee name / country code / consignor
contact number

The regulation is applicable to all import, export and trans-shipped cargo via any China ports, with the exception of Hong Kong.
